You technically do not need a passport, just a valid government issued ID and original birth certificate. If something happens and you have to fly home from Mexico, then you will either need a passport or proof that you applied for one. Cruises to and from Mexico and the Caribbean don't require a passport until January 2008. The law that was recently suspended was for land and air travel.
