Well done you for thinking about two of the most beautiful parts of the world for your next holiday.
I actually live in Scotland so am slightly more biased towards my homeland, but you know it is possible to visit both as there are car ferry links from Scotland to Northern Ireland and it's only a few hours by boat. http://www.stenaline.com/stena_line/gb/s...

However, if you really did have to chose just one, then it has to be Scotland. I appologise to the Irish but Scotland has everything.

Whatever you do though, don't just come and see Edinbugh- Edinburgh is like the Scottish equivalent of Disneyland, but it's now so touristy- Go for the day but please make somewhere like Glasgow one of your places to spend a few days (Edinburgh is just 1 hour from Glasgow) In the city- the best hotel and most convenient for the city centres fantastic shopping is The Glasgow Hilton http://www1.hilton.com/en_us/hi/hotel/gl...

Once in Glasgow, you can drive northwest to some of the most amazingly beautiful scenery you'll ever see.
You must see Loch Lomond then on through the lochs and glens to Glencoe. If you are looking for a nice hotel just a couple of miles from Glencoe then you must try The Ballachulish Hotel http://www.ballachulishhotel.com/...

I have stayed there many times and it's one of the most atmospheric hotels in Scotland- beautiful sunsets from the restaurant window- it's got to be on your list.

Going north again, we have Oban- a lovely Scottish highland town . Some of the loveliest scenery is only accessible by boat and you can go from here. The cruise from the pier at Taynuilt to the head of Loch Etive is quite breath-taking, not only for the scenery but also for the wildlife which can be seen, in the water, on the shore and soaring in the skies. http://www.oban.org.uk/callsea.html...

If you want to go even further again (a good 4 or 5 hour drive) then you cannot possibly miss Lochalsh and The Isle Of Skye http://www.skye.co.uk/ OR you can perhaps do an organised tour see this link. http://www.wild-in-scotland.com/5dobansk...

Once you've done the west coast and Skye then the obvious place to go would be Inverness for Loch Ness http://www.inverness-scotland.com/welcom... then maybe coming south again you could easily see Aberdeen- Scotlands granite City which has so much to see and do in the area too.

Then you come south again to Scotlands birthplace of Angus and Carnoustie- http://www.angusahead.com/home/home.asp...
Home of the open golf championship this year in July and very very popular indeed- Once again beautiful scenery and some great beaches are to be found along here and it's only around 30 minutes from St Andrews- home of golf. http://www.standrews.co.uk/

Driving is an absolute must to see the most you possibly can- We do have some wonderful hiking routes though but you will not be able to see far and wide if you opt for that.
Why not try and combine both?

I can honestly say that although this is my home, and I have travelled all over the world, there is no where more beautiful than Scotland and I can thouroughly reccommend it for an unforgettable holiday.

Do both!
Travel to Ireland and work your way round it till you get to Larne then take the ferry to Scotland and proceed from there.
Kill all the birds with one stone so to speak.
I am a small bit biased but I would try Ireland first being the cheaper.
My husband and I went to Scotland for our honeymoon. We rented a car and just drove around the country and did some hiking too. I was SO incredible, I would strongly recommend it to anyone. We visited so many old castles, cathedrals and ruins of abbeys. There are B&Bs everywhere and they have great public transportation, so if you did not rent a car, you could still get around without trouble.
The Highlands were gorgeous, especialy the area around Loch Ness - beautiful hiking areas. Edinburgh was incredible too. Such a beautiful old city.
I recommend Scotland!
