It would depend on how much time and money you had. If you wanted something a little off the beaten path, I would suggest Bucharest, Romania. The people are friendly and the atmosphere is amazing. When I was there (2002), you could get along quite cheaply, but I'm not sure how much has changed since their entrance into the EU.
