You can drive at age 17 (unless you are disbled when it is 16). You get a full licence by passing a test - this may be while you are still 17 or later - there is no age limit. Others Prov at 16, full at 17. If you pass.
On the prov, you can't do a lot. 49cc bike with L plates on, and learn to drive in a car (With a fully qualified adult) and L plates on the car. For a car it is 17, for certain restricted motorcycles it is 16.
