Council bluffs vs. Omaha?

I'm going to be moving to the Omaha area soon, and I'm wondering if I should live in Council Bluffs instead. Are there any advantages to living in Iowa versus Nebraska?

Iowa tax rates are MUCH lower than Nebraska, plus, I'm told that the Council Bluffs area is quite a bit nicer than Omaha itself. Nebraska has a high income tax, high rates to license vehicles and high property taxes. In fact, I've been told that NE is the highest taxed state in the country.
