It depends entirely on what you want - beach or mountains. Of course, it will be cooler in the TN mountains than at a FL beach.

Don't worry too much about hurricane season. Unlike with earthquakes and tornadoes, there is plenty of warning. Just don't pre-pay your hotel and you will be able to adjust if necessary.
Others
Both are good choices, but I would say the Smokies is better in July. This is only because of hurricane season in Florida. Plus, there is so much to do in the Smokies, and you can up into the mountains to escape the unbearable heat.
I used to live in Florida, and I have visited the Smokies over 20 times.
