You need the first six numbers to do to identify the issuing bank; then it's a simple matter of looking up the address of the bank. But keep in mind that regardless of where you found the card, it could have been issued from anywhere in the country. The first six numbers are known as the Bank Identification Number or Issuing Identification Number. If you knew those numbers, you might be able to identify the issuing bank, but officially, the list of IINs is only available to institutitions which hold IINs, issue plastic cards, or act as a financial network or processor.
