Retire in Mexico?

Travel Info
My aunt is talking about retiring in Mexico. I don't think it would be beneficial for her. However, she is determined. The reason I am against the idea is because her only source of income is a small government check of approx $600. Are there any advantages, especially financial, for her to make such a drastic move? Help, please.

Travel Tips
With an income of only $600 she won't qualify for a retirement visa (FM3). She needs to show an income of around $1200us or she'll remain on a 6 month tourist visa (FMT). A tourist visa would require returning to the border to renew it when it expires.

I suppose she could just overstay her visa but takes the chance of getting deported. $600 is also about the minimum anyone can live on here in a small apartment.
