What do the phrases "chueche tenango" and "bienvinidos al ratir" mean?

I know the last one means welcome to something.But I can't find ratir in any dictionary.

Also do most guatemalans living in Guatemala City speak another language other than spanish?

I am from Guatemala and I will answer to your questions in order:

It is Huehuetenango..... Huehuetenango is a state of the country, but here we call the states as "departamentos" but it is the same.

"Bienvenidos al" means welcome to

When you say ratir.... maybe there is a misspelled word or a mayan language of the place you arrived.

Many of us living in Guatemala City, speak another language as second: such as English, French, German and other people coming from other cities (departamentos) speak their mayan language too, but most speak Spanish.

and the people there talk mostly Mayan and Spanish but they taik english too and sometimes japanese, chinese, and korean because the these people are big trading partners
