To get to the other side. It sounds like your setting up for a joke. But someone has pulled out in front of you or something.
stupidity
Because they are very busy touching up their makeup, and talking on their cell phones.

It always is helpful to do that before your trip to the Emergency room in an ambulance.
Cause they shouldn't have licenses and they're rubbing it in DMV's face
