How can I assure myself that the Country I am going to visit is safe during War Time?

Don't leave the United States. It's about the safest place you can be. If you are starting from a different country, come here. We haven't been hit since 9/11. Many countries can't make that claim.

Just watch the TV News. If it's not mentioned. chances are it's going to be somewhat safe. . .
Go to the U.S. Department of State site to see if they've issued any alerts on that particular country.
I would do some extensive research. Go to a search engine (duh Yahoo of course) and search News articles with your country of destinations name. Then check some U.S. travel websites and some government sites. I had scheduled a trip to London right after the whole terrorism plot was foiled. I was almost going to back out and was fearful of flying but I did research and there were absolutely no problems except for some beefed up security.

If your destination is into a state of war, it is moslty certain it won't be safe for travellers.

If "War Time" is about the US, then, it won't be any more different than in "Peace Time", just avoid the middle east in general.
