What is the best country to visit (outside north america), with teenagers and why?

The children are 12, 15 & 17 and fairly independent. We've been to Puerto Vallarta once and would like to experience a different country. They kids need to be kept amused, without excessive cost & travel. Safety is also a concern as friend have told of problems.
