I just returned and I would suggest going as early as possible. We did a tour that left at 7 am but by 9 the 2 cruise ships had a ton of folks there.

The earlier the better. It fills up quickly, so be prepared to stand in line for a while.

You could also aim for the very last tour. Many people get tired and don't want to go on a trip when the winds have picked up.
