A lot of people are giving a lot of different answers, but let me clear it up:

The difference is one of nationalism vs. "race." Just as American "Indians" are call Native Americans, a native of the Guam region is called a Chamorro (although people in Guam say Chamoru). In actuality, any native of Guam or the Marianas Islands is called a Chamorro.

However, any person who is a legal citizen of Guam is considered a Guamanian. So you can be a Chamorro-Guamanian, or you can be a Japanese-Guamanian, just as a Native American can also be an American citizen, while a racially Japanese person can be a Japanese-American.

I hope that clears things up (although I don't particularly enjoy classifications that distinctly seperate races).

It is a US territory so they would be citizens but they don't pay taxes and don't have the right to vote or have reps in Congress.
