Philippines, Vietnam, Singapore, Brunei, Laos, Cambodia, Myanmar, Malaysia.....If your nationality among those mention countries, you don't need visa, you have 14 days Visa free.
Other than that country, you need visa. but have no worries, you can get visa on arrival, easy, no problem, just sometimes long queue.
If you already have Indonesian Visa then you don't need special visa to go to Bali.

It depends on your nationality. Generally, people from Asean countries do not need visa for less than 14 days stay. Check with your embassy or travel agent.
if you go to Bali from jakarta, you don't need another visa to visit the island.

what you need if you don't have an Indonesian visa - you have to go to the Indonesian embassy and apply for Indonesian visa not Bali visa.

some countries no need visa to enter Indonesia (that's including Bali).
