Does anyone know if there is a significant market for a web design business in Spain? Is Mallorca or Malaga better for web design and related jobs?

Its depends on the quality of your work. Mallorca is a good place to start, there are lots bussinsess here that don麓t have websites or pages. It's even much easier if you speak spanish.

Others
The web designer market is flooded like most of Europe. It's hard finding clients who are interested in websites for their company for spanish speaking designer(s) , imagine if you don't speak the language.
It's very competitive but you have good potential in local markerts and ex pat start up business.
