There is an American Consulate in East Jerusalem, on Nablus Road, just 10-15 minutes from Ramallah, where your friend can apply for a visa or just about anything he can get in Tel Aviv.

though I imagine if the traffic is heavy and they are tight on the check points that day it could take two.

It really depends how long it takes them to get through the checkpoints. Once inside Israel, depending on the traffic, it should take about 45min-1.5 hours.
