The problem is they may not want to and I most probably agree with it no matter what they say. The countries are Iran - an old enemy of Iraq, Syria that is on a strategic alliance with Iran and Turkey,which has old conflict with the PKK - the Kurdish people that live in northern Iraq. Yes, they can. They won't for their own political/ideological reasons, but they can. Until they see some personal advantage they won't do a thing.
