Although both Hebrew and Arabic are considered the formal languages of Israel, Hebrew is the formal language de facto (the country is run in Hebrew).

All Jewish Israelis speak Hebrew as their main tongue, and so do some Christians who live in Jewish cities.
Although Arabic is taught in Jewish Junior highs, not many Jewish Israelis speak it fluently. Most Jews who speak Arabic are immigrants from Arabic-speaking countries.

Most of the Israeli Arabs speak Hebrew as a second language. They learn Hebrew at school, but most of their experience in Hebrew comes from practicing it in their everyday life with the Jewish population.
Some Arabs and Druses who live in mixed cities speak a perfect Hebrew, sometimes without even an accent.

Most Jewish Israelis don't know Arabic (maybe a few basic words). Those who came from Arab countries usually know it. In junior-high you have to take classes of Arabic but most people do not continue to learn it and forget what they have learn.
In the Arab population most know Hebrew to some extent, as it is the dominant language in Israel and important to know if you want to communicate with the majority of the Jewish population.

The overwhelming majority of Israelis speak Hebrew, but most Israeli arabs opt to learn in Arabic so they're Hebrew is not great and they often have a distinctive accent despite living in Israel their whole lives. Non-arab Israelis learn Arabic in junior high, but not to the point where they are fluent. Most know a couple phrases and words, but can't carry on a conversation.
Most Israelis (except some Russians) speak Hebrew. Some Jews speak Arabic as well, but most Arabs in Israel speak Hebrew.
most israelis do not know arabic and i would say about 35-40% of arabs can speak hebrew.
