The money that would be used to help rebuild a questionable and constant unstable country like Lebanon could be better spent on joint USA/ Israel hi tech industry, also Israel is the USA's closest ally.

Yes and no. Yes, if it keeps Hizballah from attacking us. No, because a stable, democratic, Western-leaning Lebanon is very much needed in the Middle East.

No, political instability in Lebanon is not a good thing because it allows groups like Hezbollah to gain more power which in turn will be used to attack Israel. That of course will damage the Israeli economy.

What would help Israel would be a openly democratic and secular Lebanon that is at peace with Israel.
A stable, peaceful Lebanese government would actually benefit the Israeli economy. For starters, being so geographically close naturally induces trade between the two countries. Further, having an unstable and potentially volatile northern border makes people tentative to invest, especially in the north. Why bother building a factory up there when it could be hit by a rocket next month? As a general note, the more instability in the region, the more likely it is that violence could erupt, making investors somewhat tentative about spending too much. It's a risk/gain business; the less risk, the better.
Politicial instability is not good for any country, and in turn the world as a whole suffers. It is always like that, the aid being funded, being used immorally, and to supply amoral behaviour. In addition, it sets the world on a safety laert, terror levels are elevated, everyone is unstable. It is bad for all, everyone.
