It wasn't illegaly withheld. Israel and the PA had an agreement wherein Israel collected taxes for the PA. Then Hamas was elected, and they did not accept previous agreements, so therefore the tax agreement also wasn't accepted. As such, Israel had no obligation to hand it over. Furthermore, do you really expect Israel to finance a terrorist entity actively attacking it?
