How do I find out if a travel agent is licensed?

I'm using an out of state travel agent, I need to make sure they are legitimate.

Book local use your own agent, if he or she can't find what you are looking for , advise them to check into the company you want to use, if they don't pay them commission they can or may add a mark up on the price.
