When is the summer festival in Tokyo? And what is it called?

This is the festival where you can go to like a temple where most of the people are wearing yukata. I've read a lot of this in manga and i heard that it in the first week of august.

It is around in early August, but exact date is different, place by place. It's called, "Bon Odori festival". Many people, especially kids wear Yukata and Geta(wooden sandals) and dance circle around the big Taiko, or enjoy the food & souvenier venders.
Others
Unfortunately there aren't too many "BonOdori" left in Tokyo.
One I know is "Tsukuda-jima BonOdori" which takes place in Chuo-ku, Tokyo. It takes place 7/13-15 every night from 7:00PM. Enjoy!
Someone mentioned the "Bon Odori" festival (it can also be referred to as "Obon"), which is what I think you're referring to.

A lot of local municipalities have celebrations, complete with a special dance, which is a very cool experience. If you're living in Japan, check within your community to see if they have celebrations. Usually, it'll be in a local park area.
