That depends on what kind of visa you need to get.

If you are just coming in as a tourist and your country has reciprical relations with Japan (such as the US), you do not need to apply for a visa in advance. When you arrive at immigration and present a valid passport, it will be stamped with a 90 day tourist visa. This will give you three months to travel around before you must leave for your country of origin.

If you are planning to work or go to school in Japan, then you most definately need to apply for a visa in advance. For both, you must apply at the Japanese embassy in your country of citizenship and present proof of employment or being accepted into an accredited education program. Be aware that if you are applying for a work visa that not every job will qualify you for one - jobs like bartending are not covered. And if you are found overstaying a tourist visa or working without a valid work visa, you can be arrested and deported and prohibited from returning to Japan.
IF you want a working visa, then you'll need a job first. They'll help you set up your visa with the Japanese Embassy. If you want to go as a tourist, you may not need one. It depends on where you're coming from. Ask the Embassy for details. Good luck!
