Is it true that you can shoot someone for ten thousand dollars in Japan?

Travel Tips
If you mean paid murder(like some yakuza boss orders the murder of an opponent, and it costs 10 000 $= 1 200 000), I doubt if anyone can give you an answer here. This is known only to the criminals themselves, and to a very limited part of the police, which deals with such crimes.
But knowing how severe the Japanese law is, I believe it is much much more. On the other hand, there are rumors(only rumors!) that some criminal groups "import" hitmen from abroad, mostly China and Korea, pay them according to the standard in their countries, which in China's case might really be 10000$, and get them out of Japan an hour after the murder. But these are only rumors, and for now there's nothing to prove they have something true in them. Everyone decides for themselves to believe or not.
Others
no not true, guns are outlawed in japan.
It is true, if you don't mind spending the rest of your life in prison.

If you don't want to live your life in jail, then don't do it.

That is not allowed in Japan.
Um, that would be no. Like all other 1st world countries, it is illegal to shoot people in Japan.
