It depends how and why you want one. The cheapest is to go to a pawn shop, because they have many that will be sold at an annual sales event of pawn shop owners in Tokyo. Another source is looking or asking major department stores when they sell their display, wedding rental kimonos and obis! They are very cheap because not many people can afford one, even the Japanese rent them! If you live in Japan, the Japan Times does carry advertisements several times a year on these events as well.
Now for normal ones, walk around town, and go into a reasonable looking place or look around department stores. You can buy summer ones called Yukata for much more good prices than a real kimono which needs a lot of caring especially when they are made in silk.
Oriental Bazaar 5-9-13 Jingumae in Shibuya-ku, On Omotesando Dori in Harajuku, easy to spot frontage or just ask someone everyone knows it.
Nearest Stations & walking time: Meiji-Jingumae (3 min.), Harajuku (4 min.), or Omotesando (5 min.)

If a tourist thinks it says 'Japanese' then Oriental Bazaar sells it - but as a Western sized body in a Japan this place is perfect for Kimonos/Yukatas that come not only standard sized but also bigger to accomodate taller and wider sizes. They also have a hefty supply of old kimono & obi's that are not too a high price. Also look out for thrift markets the one in Yoyogi park has often traders dealing in olde kimono's.

In the summer every Uniqlo sells Yukata packs for less than 5,000 yen - it is not a kimono as such but it may suit your needs.
I lived there until recently (cry's a lot)
