Some sports gyms have drink bars that use western people, as well as some bars in Tokyo/Yokohama area. You can look under waiter and waitress sections in the English wanted ads. There are also several clubs for the western population that use foreigners, however, you must have a visa for working when applying! Also if you have a green thumb, there are some British gardens around Japan that use men for gardeners. It is limited, but jobs are not only for "English" teachers. You can also learn the language while working at where ever you are. There used to be a doorman at a hotel I frequent, who learned the language while being a bellhop/doorman of the place.

The reason so many English speakers choose to become English teachers is that they're not really qualified to do anything else. That's not saying they can't work another job but most jobs here in Japan require some level of Japanese. If you don't speak it then you'll find the jobs you can do to be limited.

If you don't speak Japanese then you'd have to find a job that doesn't require Japanese which would mean some of the foreign banks and companies here. A lot of them have sections or areas where the number of non-Japanese speakers outnumber the Japanese speakers. A good example is the IT department which is typically 75% foreigners if not more. You do need to be skilled to work there however.

Otherwise you're going to find your choices limited unless somebody hires you as the token foreign person that then deals with the other foreigners that walk in.
