Well, best is a kind of subjective word. It all depends on personal opinion and on what you like. You listed Maximum the Hormone which is a pretty hard rock band. If you like hard rock then go with bands like Dir en Grey, Gazette, and Miyavi's earlier works.

But I highly recommend L'arc-en-Ciel
There are lots of good Jrock bands in Japan. Glay is currently the most popular rock band in Japan. I personaly think that Glay is the best Jrock band. Orange Range is also another good Jrock band.
