Japanese high school lasts for 3 years instead of 4 (they do grades 1-6 in elementary school, then 7-9 in middle school.) So high school is the equivalent of 10-12 grades, which would make the students 15-18 years old.
15-18. However, high school is not compulsory education so there are many night schools where adults take classes. It's very similar to people coming back to get a degree in college.
