I am not sure your Photoshop version.
But I think every version has language setting in the preference (maybe under File menu or the nearby).

And if you wanna type Asian language, your PC need East Asian Languages setting.

you need the font on your pc.
if you want to type in japanese, then you need japanese fonts.
after you add in the font, you can just open photoshop, the new font will be there when you select the text tool.
