Can i join the Japanese Coast Gaurd?

i was wondering if me a american can Join the Japanese Coast Gaurd or the Maritime self defence for?

NO you can't.
No non-Japanese citizen can be a member of the Japan Defense Ministry, Japan Maritime Safety Agency or Japan Police Agency. The Government of Japan and the Japanese laws strictly prohibit "foreigners" from joining these organizations for the security of Japan.
What you call "Coast Guard" is a member JMSA. So, you can't.
The Maritime Self-Defence Force is a membe of JDM. So, you can't, either.

If you speak fluent Japanese, are a Japanese citizen and meet all the other requirements, undoubtedly. Otherwise, forget it.

There are several ways to meet the necessary qualifications, but all require the basic condition of having to be Japanese.
