Well, at most airports in Japan there are busses that go to various hotels. If I remember correctly, they are called Limosine Busses. There should be a branch at the Kansai Airport, so just ask at the counter for a ticket to "Hotel Monterey, Kyoto" and they will give you a ticket for the bus and point you in the right direction. There are also usually info booths around the airport with english-speaking attendants so if you want to ask for other transportation, they would know.
