Are there any neighborhoods in KCMO that are rundown but "up and coming" or nice but in decline?

The Waldo neighborhood is in and upward cycle now, Drive through the streets and you will see many neat and tidy yards and new paint and or siding on the houses.

Yes, but you should work with a local realtor to find out which is the best place to live in your price range. Go to realtor.com and search the listings. Call and talk to realtors until you find one you like and go from there.
People are trying to rehab Hyde Park, but it is a slow process. You will be able to get a great price on a home to rehab. The houses near the park itself are nice, big, old, and beautiful. Use caution when straying from the park... ;o) But it is rebounding and more and more people are buying the houses and returning them to their original glory.

For condos and lofts, there are buildings for sale through out the city that would make an awesome conversion. This may be a possibility as well. Crossroads, River Market, Mid Town, and The Bottom, the art ghetto....
If you listen to the mayor, most of the inner city is this way.
I think Columbus Park is on the upward swing. It is located right by the River Market which has seen an uptick of development and activity. And to the northeast is Berkeley Park where they are beginning a comprehensive plan to redevelop the waterfront and build a gorgeous water park with office, retail and residential. Columbus Park is soon going to be prime location.
Downtown, Quality Hill, Rivermarket, West Bottoms. These are somewhat rundown areas but there is a surge to revitalize.

This should be a good area to buy for several reasons:
~Big businesses are moving downtown from the other areas including H&R Block World Headquarters.
~New entertainment venues; Downtown arena, proposed fine arts center.
~Huge push by government to revitalize downtown and make it the entertainment center again.
~New upscale lofts have been built especially in the Rivermarket.
