Most Koreans use Besta brand electronic dictionaries to learn English. Of course you can use them to learn Korean as well. The English to Korean translations are said to be the best because they use the Oxford dictionary. They have very readable screens, lots of memory, and they generally come with MP3s. They are expensive though. It'll run you about $400.
If you are in Korea, then the ones on the mobile phones these days are great, they use the same dictionary as Naver.com.
If you are just wanting to buy the dictionary, then the Casio is quite good for a basic Korean to English dictionary (without the MP3 and games etc). It costs 110,000 from Techno Mart in KangByeon.
I find that they are better when they have thesaurus and English English dictionaries also.
If you are not in Korea, then im sorry, im not too sure which ones are available to you. If you have a Korean bookstore near your house, they sometimes have dictionaries and other various learning aides. Be wary of the price though, im sure they would add an extra hundred or so onto the price if you are buying it from out of Korea.

If you are just planning on staying at home to study, then use the Naver.com dictionary, it's fantastic, and very helpful for Korean to English, English to Korean, Korean to Korean, and also using the Hanja (Chinese Characters). It has English English, Korean to Japanese, and Korean to Chinese too.
I prefer to use that if I am near a computer. Otherwise I just use my phone. My phone was cheap as chips (70,000won), and is probably cheaper nowadays, but the dictionary never lets me down.
I like my i River dictionary. It has English to Korean, Korean to English and English to English. Easy to use and has other functions too, and other languages if you ever need them.
I use Live Word KR-M1000 and really like it, even though it's aimed at Koreans learning English.

If you live in Korea, you can get it at Kyobo Books. It's 169K if I remember correctly.
