Most foreign embassy's ask their citizens staying in Korea to provide them with an emergency address, phone number or email address for emergency evacuation. If you know a relative of your friend see if they have the address. If your friend is Korean then its going to be almost impossible to locate them in a city where thousands of people share a small number of surnames such as Kim, Lee, etc. If you know you friend's religion you might try to trace them through a church. The Red Cross is usually helpful and also good at locating people in foreign countries. Hope you find them.
