Education policy change in Korea?

Hi my Korean friend says that she is unsure if she can go to college because of some education policy change? Can anyone explain what is going on over there?

You mean to study abroad or study at a university in Korea? If it is abroad then she has to go through a lot of paper work, especially for the US. The shootings at Virginia Tech put a slight damper on Koreans who wish to study in the US.
