It looks like it is illegal. I have an E2 visa for teaching and I can't legally teach outside of my school. Here is what the website said about F3 visas though

If you are the spouse or child of a person who qualifies for an E2 visa, then you will qualify for the F3 visa in the following circumstances.
If you do not intend to work.
You do not hold a passport from a qualifying E2 visa country.
You are not a native speaker of English.
For example, if a spouse is Chinese, they can't be an English teacher, even if he/she has a Bachlor in English. However, they can get an F3 visa and come with you. Also, if you want to bring your child, your child can get an F3 visa. Your child will be able to attend a foreign school in Korea. You need to show proof that they are your children. (Birth certificate or other government documentation).

They have really strict rules here about who can and cannot work and what you can and cannot do. Legally you couldn't work, under the table, possibly you could get a job. However, even then Koreans are not to keen on Philipinos teaching English in general, even though I know you probably speak fabulous English. To teach English in Korea with an E2 even you need to hold a passport from ONLY the following countries:
Australia, Canada, New Zealand, South Africa, UK & Ireland or USA.
As I said the rules are strict, you can teach illegally, but if they catch you they will deport you, and they can ban you or your spouse from entering the country and working here for up to 7 years.

at best the only people that will hire you will be lowly hagwons. you may even run the risk of not being paid and no re-course to complain as there is so much default on payment for illegal work in korea. Also if you argue you then run the risk of being reported then deported. Check local esl website for blacklisted schools from prev expats....not scientific but fairly accurate.
Your F3 only allows you to stay in the country. You still need an E2 to teach, but can work more than one job.
