What does a Korean citizen have to do in order to attend university here in America?

I have a friend that's a Korean citizen. She's in high school right now and she told me that she wants to attend university here in the States but she doesn't know how to go about arranging the plans. I think she needs SAT or ACT scores and maybe she needs more things as well. So does anyone know the requirements for international students to attend uni here? Do the requirements vary at different universities? How can she go about taking the SAT and/or ACT? Links would be helpful as well.

First of all she needs to put together an application to the university(ies) of her choice just like any other student. She will have to provide everything that is needed for the admission to the university like SAT scores, application fees, essay(s), etc. Usually the only additional things that a foreign student is required of are evidences of proficiency in English, of secondary education, and of ability to pay for the educational expenses without relying on the state. It is good that she attended a high-school here in the US, because it will eliminate a burdensome ordeal of getting the transcript or diploma or the equivalent from a school overseas, have it translated by certified translators, have it notarized and sometimes, if the score scales are different, provide official explanation of the scale used. Also, since she has attended an American high-school she probably won't need to provide evidence of English proficiency, e.g. sufficient TOEFL (Test of English as a Foreign Language Exam) score. In her case she can apply just like any American student, but with just few more requirements for the immigration (more like non-immigration) and visa purposes.
The university will have estimated figures for an international student's yearly minimum budget somewhere in the application. A foreign citizen will have to provide proof that he/she can cover her expenses and will not depend on paid employment or become a "public charge" in the US, e.g. seek welfare, public housing, etc. Usually 1-1.5 times the yearly budget in cash in the bank is sufficient proof of ablity to pay for the entire 4-5 years of study. If she has the money in a recognised bank or a financial institution, she should provide a copy of the bank statement with the application. If she does not have the money in cash, then she will have to find someone who has the cash and who is willing to sign an "Affidavit of Financial Support" for the benefit of the person. In that case that person will have to supply evidence of his/her ability to support the foreign student's entire education. Once the student has the application package ready, include the financial information, fill out a separate additional questionnaire for foreign students and send the package. Most universities will have a department that handles international students, so they will know what to do. Once the application and documents are deemed complete, accurate and acceptable, the university will send out a letter of acceptance as well as an immigration form "Form I-20", which will be presented, in addition to other visa application that the consular office will require, to obtain a non-immigrant F-1 Visa from an US Embassy or consulate. At the time of visa interview, the consular officer most likely will require the originals of all documents the student submitted to the school. I think I pretty much covered the whole thing. She has to be able to afford the tuition and living expenses. I don't believe she would be available for any scholarships here. Also, the grades have to be excellent, or better, to be considered.
tell her to marry the next US soldier she can find and once she is here she can always dump him.Thats what most of them do over there marry those innocent soldiers for a free ticket to US.Thats what my husbands ex did she is from korea she just used him to get here once she was here she just dumped him.Of course i am just being sarcastic sorry
