Late March and early April should be OK weather in both Seoul and Shanghai. Seoul is a little cooler than Shanghai, and has been having quite a bit of snow this year. Shanghai has had a mild Winter. Both cities should not have much rain at that time. Temperatures in Seoul should be around 60 F (16 C) for highs and around 45 F (7 C). For Shanghai, maybe a little warmer. You should find no real problems for either location from the weather.
