The tragedy of the Korean Conflict, which has divided Korea to this day, had its beginning at the end of WW II. Russia had never declared war on Japan, but agreed to do so once the war in Europe ended; this they prepared to do. Russian troops were already in parts of Siberia, Manchuria, and even China, so were able to move quickly as Japan's war efforts weakened due to the U.S. "island hopping" campaign. When the first atomic bomb was dropped on Hiroshima, Russia quickly declared war on Japan in order to take part in the peace negotiations. The U.S. became alarmed and saw that Russians would be in Korea before the U.S. A group of Army officers, looking at a map of Korea, noticed that the 37th line of latitude almost exactly divided Korea in half. The U.S. proposed to the Russians that they accept Japanese surrenders north of that line, and the U.S. south of the line. When the second bomb was exploded over Nagasaki, and the Japanese surrendered, Russia and the U.S. both moved troops into "their" areas of Korea. At this point, conflict began: both Russia and the U.S. set up friendly governments in the parts they were occupying. In the north, the Russians took an obscure minor USSR military officer (who was Korean) and made him the leader. He changed his name to that of a famous anti-Japanese fighter of the past Kim Il-Sung. In the south, the U.S. picked a long-time resident of the U.S., Yi Sung-Man (Syngman Rhee), to be the leader. The newly-created United Nations decided to allow the people of Korea to vote on their leader, but the north refused to allow UN inspectors to observe. Both parts refused to accept the voting; in effect, two nations were created amid growing tensions of the Cold War between the U.S. and the U.S.S.R. The U.S. (and, to some extent, the U.S.S.R.) began taking troops out of Korea in early 1950. The U.S. Secretary of State made an unfortunate speech in which he said the U.S. had strategic interests in Japan, The Philippines, Taiwan, etc., but did not mention Korea - this in spite of an agreement at the Potsdam Conference that Korea would be a "free and independent country" once the Japanese were kicked out. It is probably only in the late Kim Il-Sung mind why, but the north attacked the south in June, hoping to reunify the peninsula, thinking the U.S. would do nothing. At this time, the U.S.S.R. representative to the UN had walked out in protest of another matter. The U.S. pushed a resolution through the UN to form an army to repel the northern invasion. The Korean Conflict (never a declered war) was on. Millions died of direct and indirect results of the fighting; Korea remains divided today, with two diffferent economic systems, great tension and fear on both sides, and little opportunities for family reunions, but with both halves looking for eventual reunification (unfortunately, each part thinks they will prevail).
Taegukgi:The Brotherhood of War is a Korean language film about the Korean war, and is a great introduction into these events, especially from a natives point of view.
The previous answer was excellent. For more information, go to http://en.wikipedia.org/wiki/korean_war....

Today, North Korea is not considered to be a member of the international community of countries. South Korea, however, is open to the world for business, tourism, etc. South Korea is comparable to stable democratic countries with strong economies. North Korea remains almost totally cut off from the rest of the world. Some say North Korea is isolationist; some say it has been cut off because of its government's unwillingness to accept the world economic status quo.
