What are the possibilities for someone that wishes to live/work in the Seoul?

If someone speaks little Korean, can read Hangul, but has no marketable skills as in a bachelors degree or anything. Is there any work available?

Wow. You make it hard. There are a few opportunities, but the wages will be very low. You would have to live like a poorer Korean (eating rice and kimchee, going without air conditioning, having a squat comode, etc.). Also any native English speaker can find some limited work tutoring, but without a degree, it would be impossible (or extremely difficult) to work for a school or language institute. If you are living in Korea, there are a very few opportunities working for the US Army as a local hire, but wages are low and there are no or few benefits. Why would you want to work/live in Seoul? It is an expensive city. Good luck, though.
