You only can get the new Hawiyi when you come to Lebanon. You should go to the "mokhtar" near you house or your parents house and there he will take all the info he needs from you and he will take finger prints but the thing is that you have to wait a long time before you get the hawiyi like 6 months so if you have family here like a brother or sister they could pick it up for you.

Heba, if you are not lebanese you cannot get the Hawwiyeh... you must have the lebanese nationality to have the ID... So if you wanna go to lebanon get a visa and use your passport, and you could also use the passport to enter syrai as well ;)
