Can a travel Agency apply for an au pair visa If I don't live in U.K.?

I'm planning to travel to U.K. I have already found a family and the contacted me with a travel Agency and they said that they're going to apply for my Visa in U.K. I mean Im peruvian and they say it's not necessary for me to go to the British Embassy in my country is it true?? pleasee help me cause Im supposed to make a payment tomorrow but I need to be sure about it.
