I would have too look this up, but a guess would be someone who organised provisions for ships. Liverpool was the biggest port in the world during the 19th Century and all the ships would need food etc for their journeys. A provision broker would liaise between the captain and the suppliers.

there seems to be a job described within the insurance industry of a provisions broker. Liverpool still has a thriving financial sector, and of course the Liver Building was the head quarters of Royal Liver Assurance company, so ignore my previous answer it looks like your great grandad was in insurance.
