A non-visa required visitor to the UK has 6 months to stay, when does this start again?

I plan on traveling throughout europe and I am using the UK as my starting point. I will be in and out of the UK for 12 months, but I can not get a clear answer as to when the time limit on my stay expires IE: if I leave the UK for 2 weeks to France and return to the UK, only 60 days into my allotted 6 months does this time period "reset" or do I have to return to the USA within the 6 months to "reset" the clock?

Well, this is a very good question and it took me a while to find out anything. It looks like that in order to do what you propose you actually do need a visa, they call it a Visit Visa. According to BritainUSA.com:
"With a visit visa you can usually enter and leave the UK any number of times while it is still valid. You cannot stay for longer than six months on each visit. Visit visas can be valid for 6 months, one year, two years or five years. You can apply for a visa valid for any of these periods. The Entry Clearance Officer may decide to make your visa valid for a shorter time than you have asked for, for example if are not a regular traveller or have never visited the UK before."

So I think the best thing to do would be to call the US Consulate General closest to you to make sure. There is one in CA(310-481-2900), IL(312-970-3800), and NY(212-745-0200). It also wouldn't hurt to call the British Embassy in Washington, D.C.(202-588-7800). They should be able to tell you everything you need to know. Just make sure not to give up. Other Travel Tips
Durationof staying and permission of re-entry are two different things. If you were given 6 months stay, it means you can stay in the UK for up to six months; it does not mean you can come and go during the whole period. For that you need a MULTIPLE VISA. If that is what you have, i.e. multiple visa entry for 6 months then the period start from the date of issuance of the visa and not from the date of entry to the UK.
