Oh goodness, good luck. What part of cali are you moving to? The area you move to greatly affects the housing expenses. I live in Southern California (san diego county) and I have a small one bedroom apartment in a rough part of town and I pay 900 a month. And that's considered cheap LOL. The farther you move away from the shore the cheaper your rent will be, but its expensive all over.
The job market depends on your skills. Min. wage here is 6.75 an hour but you have to make more than that to get by. Jobs can be hard to come by unless you have good skills.
I know nothing about acting or singing. If you're into that try moving to Los Angeles or Hollywood.
The buses are relatively cheap but watch out for them!! They will darn near run you down if you're driving next to them or they want to pull out, they don't even care if you are right along side of them they will just start going and its up to you to get out of the way lol. You can get a monthly pass for the bus, I think its like 30 dollars but I'm not too sure, I've never been on a city bus.
The laws are average I suppose. I'm originally from Pennsylvania and the one main thing I noticed about laws when I moved here is that U-turns are acceptable at most intersections. There are also no car inspections here. In pennsylvania you have to get your car inspected every year in order to drive it. Here they have a smog test that you must get if your car is older than 10 years old. That costs about 50 dollars and you must pass in order to drive legally. Oh, and you can't sleep in your car here, its illegal.
I get my groceries on mcb pendleton but if you don't have a military ID card you can't shop there. We also go to Vons. For fresh produce try one of the little markets owned by Mexicans, they have the best produce and its very cheap compared to the grocery stores. We get some food at Walmart too, but in this area there is no Super Walmart, so the food selection is limited. Walmart around here isn't open 24 hours either except around Christmas.
The people around here are unlike in any other state I've been to. There is just soooo much variety! There are tons of different races so that means the culture is very varied. Theres also tons of "groups." Theres the really rich snobby people, and then the homeless people which there are a plethora of. Also lots of surfboard type people, beach bums I guess you could call them. No matter who you are, there is a group of people here where you'd fit right in.
Welcome to California! It can be a great place. I've been here about 3 years and I'm about ready to move along to the next state. Good luck!

You need to have a more realistic goal. You are among the millions with the goal of becoming an actress or singer. There will always be someone with more talent than you could ever have. I am not advising you to give upon your dreams. You can still plan for that. But, do it as a side income. You can work full time, while developing your talents. Eating, sleeping, rent and paying your bills should be your top priority. You can take acting workshops and voice coaching. Major in theater or music at a local college. Start networking and make connections with the right professionals that could advance you. In time, make a portfolio and get an agent. Everyone pays their dues before they make the big time. Take one step at a time and prepare to reach your goals. Talk to others who have experience in the entertainment industry to see if you have what it takes. These professions are very unstable and people can be fickle. It is often dog-eat-dog and many hopefuls like you get burned. Try not to be starry-eyed and naive. Every year, young people from across the country come to Southern CA with dreams of stardom. Most get into drugs, homelessness and prositution. More end up dead than alive. Ask any LAPD officer. They are the ones that make the calls to parents and family. They fly out here to identify their loved ones in the morgue. Quite heartbreaking. Don't become another news story and statistic. Be careful and aware. Focus on getting a college education and entering the workforce. It will last you a lifetime. Put singing and dancing on the backburner until you have built a solid foundation or have at least a little leverage. You cannot always cut corners or hope for a lucky break. Public transportation is dreadful. But not as bad as it once was.
Every other person here is here for the same reason you are. The other half are Spanish-speaking immigrants who may or may not be here legally.
