There are a lot of 3-4 star hotels in Kuala Lumpur that offers below RM150 inclusive breakfast. Just take a walk along Tuanku Abdul Rahman road and Sultan Ismail road. There are a lot of hotels though the name are not famous but their services are good such as Katari, Selesa and a few more. You may ask the list of hotels from information counter once you reach Kuala Lumpur airport. Check out this website www.tourism.gov.my if you need more information beforehand..
