Easy:
1. Get rid of tol plaza.
2. Build wider road.
3. Get traffic policeman to go have teh tarik somewhere. People panic and slow down when they see one traffic policeman by the roadside.
4. Dont allow lorries in the city daytime on weekday.
5. Limit bus permit.

Others
Encourage families to have one car instead of 2 or 3, have better alternative means of transport that would be fast and cost effective hence appealing to people to use them instead of being stuck in traffic congestions. Office staff could also be encouraged to share cars when going to work in the city. There is the option of park and ride ie park on the outskirt and ride by bus into town, very effective in other parts of the world. And I suppose town planners /motorway planners have a little foresight to prevent forseeable bottlenecks etc. Otherwise, just have to go out less I suppose if one has to go by car!
build more flyovers.

Improve public transport. when only public transport is really efficient then passed an act to limit cars own by a family or a person. Kl is pretty much compact now..no matter how many flyovers or roads expand/build..there is just too much cars. We can't pass the act now cuz honestly public transport is inefficient.Car pool is great but some Malaysian are too kiasu to ask for a car pool in order to maintain their ego...
develop the other parts of malaysia too instead of concentrating fully on kl and its twin towers. kl is over populated
change your vehicle to a helicopter.
