Can the general public tour up the Beetham Tower in Manchester?

I am a fan of great view points and want to know if Mr Joe Blogg from Anywhere can be able to tour to the top of this fantastic tall building (or a high as allowed) without having to book into hotel or being member of some sort of elite club.

Been up Blackpool tower few times and now just want to view Manchester from high up. rather than just looking at it from bedroom window.

No they can't. You either have to stay at the Hilton Hotel or make friends with someone who owns one of the apartments. It's a shame one of the upper floors wasn't set aside for a public viewing gallery and shop, as it would have been a good tourist attraction.
Others
You can go for a drink in the Skybar on the 23rd floor without any need to be a resident or staying at the hotel. Everything above the 23rd floor is private apartments, so you are out of luck there - unless you know John Simpson, the architect who bought the top floor duplex.
