Is the Mazatlan to Tepic toll road complete?

I was looking at a GUIA ROJI map and I noticed a new toll road being constructed between Mazatlan and Tepic. I think it's a Maxipista. Has it been completed, if not when is it supposed to be finished. I'm going down to Guadalajara this December.

No. The toll road from Mazatlan to Tepic is not ready. They are working on it but so far it goes only about 50 minutes south of Mazatlan. and then from San Blas to Tepic. It will not be ready for December.
